Can a European citizen set up a Japanese Bank Account? I heard the interest rate is really low over there and I was wondering could I borrow money from a Japanese Bank?
Any suggestions?

This is called “yen carry trade”. I’m afraid you are too late my friend. Interest rates in Japan are set to rise. About the time an average investor like yourself hears about it, it is usually too late.
If you want a low interest rate, stay in the US. The rates are expected to drop as low as Japan over the coming couple years. We are about 10 years behind Japan. What happens there is what will probably happen here.
