Try sending a friendly-reminder. Not bringing it up won’t get it to you, and they ignore phone calls. Write a letter, and atleast you’ll have that physical proof of reminding them.

Probably not. Unless you are willing to take less money back, I don’t believe the bank is under any obligation to return your funds earlier. If you will be satisfied with less, they may do that. Also, there may be other institutions that will buy your note but again, at a discount. Talk to the bank. Perhaps, if you need funds, the bank will led you the money at a good rate, using the promissory note as collateral?
